Project Overview: The Minhai Biologics International Vaccine Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located at Plot 0503-039 within the Daxing Biomedical Industry Base. Plots 040, 043, and 044 are bounded as follows: to the north by Simiao Road; to the south by the planned land‑use boundary (municipal green space); to the west by Xiangrui Avenue; and to the east by Tianfu Avenue. The project is primarily intended for the research, development, and production of human vaccines.
The total land area of the project is 90,013.218 m². 2 , the land use designation is M1 Class I industrial land, with a total floor area of 189,820.11 m². 2 The building has a height of 33.3 meters, with one basement level and eight above-ground floors. The construction scope includes R&D pilot‑scale workshop No. 1, R&D technical workshop No. 2, comprehensive service building No. 3, laboratory animal facility No. 4, hazardous waste and dangerous goods storage facility No. 5, wastewater treatment station No. 6, boiler room No. 7, vaccine production building No. 8, packaging and warehousing building No. 9, bacterial vaccine production building No. 10, basement No. 12, gatehouse and carport No. 13, gatehouse No. 14, and gatehouse No. 15, among others.
II. Scope of the Tender
1、 The scope of the MEP general contracting encompasses the basement and the main pipeline systems of all buildings (for detailed interface specifications, please refer to the tender documents).
1) Air conditioning, heating, and ventilation systems.
2) Power distribution system (including fire protection electrical systems).
3) Plumbing and drainage system (including the fire protection system).
4) Civil Defense Mechanical and Electrical Systems
All related matters concerning the supply, transportation and placement, installation, construction, testing and commissioning, as well as inspection (including costs for submitted raw materials and testing fees) of all equipment and materials under the aforementioned systems, shall be covered. This also includes the secondary handling and installation of equipment and materials provided by Party A, along with construction work, coordination of testing and commissioning, and compliance with the “Code for Acceptance of Construction Quality of Building Energy‑Saving Projects” GB 50411. and meet the acceptance standards and requirements of the relevant local government departments.
2、 The MEP general contractor is responsible for preparing the drawings. “ Deepen Integrated MEP Drawing ” “ BIM Pipeline diagram ” and “ Comprehensive Civil Engineering Reserved Drawing ” The MEP general contractor must coordinate and integrate the subcontractors for all MEP systems—including fire protection, elevators and escalators, gas systems, and low-voltage systems—and provide construction drawings for each system to facilitate the preparation of a comprehensive MEP integration plan. III. Quality Standards
This project is a key initiative of Beijing Municipality, and its design concept must meet the requirements of scientific rigor, human-centeredness, standardization, intelligence, and landscape integration, ensuring compliance with Level 5 standards. The overarching goal is to remain at the forefront within the year and to avoid falling behind within ten years.
The project must comply with the legal and regulatory requirements of China, the European Union, the United States, and the World Health Organization pertaining to laboratories and pharmaceutical pilot-scale facilities; it must also meet fire safety standards and occupational health and safety requirements.

1、 Participating organizations must submit the following documents: the business license of the legal entity, qualification certificates, a certificate of the legal representative or a letter of authorization from the legal entity, and a copy of the legal representative’s ID card. All copies must bear the official seal of the organization, and the company’s registered capital must be clearly indicated.

2.1 Qualification requirements: Grade-I General Contractor for Mechanical and Electrical Engineering, Grade-I Specialized Contractor for Building Mechanical and Electrical Installation Projects, Grade-I Specialized Contractor for Fire Protection Facilities Projects, and Grade-I Specialized Contractor for Electronic and Intelligent Systems Projects; in the past three years, at least 3… A track record of general contracting for public building projects exceeding 100,000 square meters (either under construction or completed), with sound financial performance, and at least one project awarded the China Installation Engineering Quality Award.
2.2 Must pass through GB /T19000-2000 Quality Management System, GB/T 24001-2004 Environmental Management System and GB/T 28001-2001 Occupational Health and Safety Management System certification.
2.3 The bidder undertakes to handle all procedures and acceptance inspections related to the electromechanical general contracting project, as well as to manage day-to-day coordination and stakeholder relations, upon award of the contract.
2.4 In accordance with relevant national and Beijing municipal requirements, the organization is fully established, and key management personnel are certified and qualified to assume their duties. Specifically: the project manager must be a Grade‑I Registered Construction Engineer registered with the bidding entity; hold an intermediate or higher professional title; have at least two comparable project management track records; and possess at least 10 years of project management experience. For a period of one year or more, the project manager shall be the on-site principal responsible party.
2.5 The project manager designated by the bidding entity and the project manager assigned to the project site upon award of the contract must be those nominated for review by the bidding entity. Project Manager. Otherwise, the procuring entity shall have the right to terminate the contract upon the successful bidder’s entry onto the site.
