Project Overview: The Minhai Biotechnology New‑Generation Vaccine Internationalization Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located on parcels 0503‑039, 040, 043, and 044 within the Daxing Biopharmaceutical Industry Base. The project’s boundaries are as follows: to the north, Simiao Road; to the south, the planned land‑use boundary (municipal green space); to the west, Xiangrui Avenue; and to the east, Tianfu Avenue. The project is primarily dedicated to the research, development, and production of human vaccines.

The specific scope of work for the construction of Building No. 9, the Packaging and Warehousing Building, and the basement cold storage facility of Building No. 12 is detailed in the table below:

II. Scope of Tender

1. The scheme design, material procurement, installation and construction, commissioning, validation, and acceptance of the finished-product cold storage facility in Building No. 9 and the ambient-temperature and cold-storage warehouses in Building No. 12 for Minhai Biologics’ internationalization industrial base project for novel vaccines.

2. Assistance is required to support Party A’s designated design institute in completing the architectural and structural construction drawings for this project.

3. It is necessary to provide the design institute designated by Party A with the energy‑related supporting requirement parameters for this project.

4. Ensure seamless coordination with the purification engineering contractor designated by Party A, thereby guaranteeing timely completion of the project while maintaining both quality and quantity.

3. Quality Standards

This project is a key initiative of the Beijing Municipal Government. Its design must meet the requirements of scientific rigor, user‑centricity, standardization, and intelligent integration, with the overarching goal of maintaining cutting‑edge performance for five years and remaining state‑of‑the‑art for ten years.

The project must comply with the legal and regulatory requirements of China, the European Union, the United States, and the World Health Organization pertaining to cold storage systems; it must also meet fire safety standards and occupational health and safety requirements.

4. Registration Instructions:

1. Participating organizations must submit the following documents: the business license of the legal entity, qualification certificates, a certificate of the legal representative or a letter of authorization from the legal entity, and a copy of the legal representative’s ID card. All copies must be stamped with the organization’s official red seal, and the company’s registered capital must be clearly indicated.

2. Entities participating in the tender registration shall possess independent legal person status, have a registered capital of no less than RMB 10 million, and have been registered for at least five years. They must also hold a valid safety production license and a quality management system certification. The proposed professional leader or project manager shall hold the relevant professional qualification certificate and provide 12… Monthly social security certificate.

3. The tendering entity will conduct a preliminary review of the qualification documents submitted by registered entities, giving priority to those with demonstrated capabilities in the design and construction of cold storage projects related to the biopharmaceutical sector, as well as relevant project experience. Bidding entities must have, since January 1, 2018… Since [date], the bidder shall have completed no fewer than three similar projects, each with a building area of 1,000 square meters or more, or a contract value of RMB 3 million or more, as evidenced by original copies of award notices or construction contracts for verification.

4. Over the past three years, there have been no significant violations of laws or regulations in business operations; no petitions or complaints arising from wage arrears to migrant workers; and neither the legal representative nor the project manager has been listed by the People’s Court on the Discredited Persons Subject to Enforcement list. Furthermore, the entity possesses the requisite capabilities in terms of personnel, equipment, and other relevant aspects, and shall provide a corresponding letter of commitment.

5. This project does not accept consortium bids.

6. Registration requires providing the organization’s contact person and contact information; the contact person must be the project leader or an designated business liaison, and a 12-month social security certificate must be submitted.

7. The tendering entity will review the qualification documents submitted by registered entities, giving priority to those with relevant project experience, and will conduct further communication and on-site inspections with the shortlisted candidates.
