Project Overview: The Minhai Biologics International Vaccine Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located at Plot 0503-039 within the Daxing Biomedical Industry Base. Plots 040, 043, and 044 are bounded as follows: to the north by Simiao Road; to the south by the planned land‑use boundary (municipal green space); to the west by Xiangrui Avenue; and to the east by Tianfu Avenue. The project is primarily intended for the research, development, and production of human vaccines.

The project’s construction is divided into three functional zones: the production and storage area (1 The complex comprises the R&D pilot‑scale workshop (No. 1), the R&D technical workshop (No. 2), the vaccine production building (No. 8), the packaging and warehousing building (No. 9), and the microbial vaccine production building (No. 10); the residential area, which includes the multi‑purpose service building (No. 3), the gatehouse and carport (No. 13), the gatehouse (No. 14), and the gatehouse (No. 15); and the auxiliary production area, comprising the laboratory animal facility (No. 4), the hazardous waste and dangerous goods storage facility (No. 5), the wastewater treatment plant (No. 6), and the boiler house (No. 7). II. Scope of Tender

1. Minhai Biotechnology’s New Vaccine International Industrial Base Construction Project 1 With the exception of the 15th building, the overall flooring design, material procurement, and construction above the structural floor slabs shall be carried out within the scope of the general contractor for the construction project.

2. Including, but not limited to, concrete subfloors with ultra-flat surfaces, cement self-leveling screeds, and PVC flooring. Design, material procurement, and construction of epoxy flooring systems, including primer, mid-coat, and topcoat applications.

3. Assistance is required to support the design institute designated by Party A in completing the architectural and structural construction drawings for this project.

4. It is necessary to provide the design institute designated by Party A with the energy‑related supporting requirement parameters required for this project.

5. It is required to collaborate with the general contractor for fit-out design to complete the flooring design, material procurement, and construction for all areas of this project, including laboratories, production workshops, office spaces, logistics and warehousing facilities, utility plant buildings, food‑service and retail outlets, and the underground parking garage.

6. It is necessary to coordinate with the fit-out contractor and other design firms to carry out detailed floor‑finish design for all areas, and to provide visual renderings for any rooms where required.

7. Seamlessly coordinate with Party A’s designated general contractor for fit-out design and construction, as well as the contractors responsible for cleanroom engineering design and construction, laboratory design and construction, MEP engineering design and construction, and landscape‑garden design and construction, to ensure the project is completed on schedule, to the required quality, and in the specified quantities.

3. Quality Standards

This project is a key initiative of Beijing Municipality, and its design concept must meet the requirements of scientific rigor, human-centeredness, standardization, intelligence, and landscape integration, ensuring compliance with Level 5 standards. The overarching goal is to remain at the forefront within the year and to avoid falling behind within ten years.

While ensuring functional requirements, the project must also give full consideration to its aesthetic appeal, achieving a seamless integration with the walls and ceilings of the surrounding architecture. The overall visual experience should fully reflect the principles of interior design aesthetics, and where appropriate, innovative, energy‑efficient, and environmentally friendly green building materials should be selected.

The project must comply with the legal and regulatory requirements of China, the European Union, the United States, and the World Health Organization pertaining to laboratories and pharmaceutical pilot‑scale manufacturing facilities; it must also meet fire safety standards and occupational health and safety requirements.

4. Registration Instructions:

1. Participating organizations must submit the following documents: the business license of the legal entity, qualification certificates, a certificate of the legal representative or a letter of authorization from the legal entity, and a copy of the legal representative’s ID card. All copies must bear the official seal of the organization, and the company’s registered capital must be clearly indicated.

2. Entities participating in the tender registration shall possess independent legal person status, with registered capital of no less than 1,000. Ten thousand, with a registration period of no less than five years; affiliated with a national-level association: the Flooring Industry Branch of the China Building Materials Federation (CFA: http://www.cfloor.org) ) Possess construction qualifications of Grade I or above as assessed, along with valid certificates for work safety production and quality management system certification; the proposed professional leader or project manager must hold relevant professional qualification certificates and provide 12 Monthly social security certificate.

3. The tendering entity will conduct a preliminary review of the qualification documents submitted by registered entities. Priority will be given to those with demonstrated capabilities in the comprehensive planning, design, and construction of flooring systems for biomedical‑related engineering projects, as well as relevant project experience. Furthermore, the entity possesses the requisite capabilities in terms of personnel, equipment, and other relevant aspects, and shall provide a corresponding letter of commitment.

5. This project does not accept consortium bids.
