Zheng Haifa: Bringing China’s Vaccines to the World
Zheng Haifa, male, born in October 1964 in Tonghua, Jilin Province, holds a master’s degree in wildlife science from the Chinese Academy of Agricultural Sciences and is a senior engineer. He currently serves as the General Manager of Beijing Minhai Biotechnology Co., Ltd. With extensive experience in vaccine technology research, development, and management, he is a technical reviewer for national programs such as the “863 Program” and the “Major New Drug Development” initiative. He has led the development of acellular DPT‑b type influenza vaccine and lyophilized human rabies vaccine, achieving significant economic and social benefits. He established the R&D Center of Beijing Minhai Biotechnology Co., Ltd. and, as project leader, spearheaded the construction of an innovation capacity‑building project for the Beijing Municipal Engineering Laboratory on novel vaccines.

On December 11, 2023, Beijing Minhai Biotechnology Co., Ltd., a wholly owned subsidiary of Kangtai Biological, signed the “License and Technology Transfer Agreement for the 13‑Valent Pneumococcal Polysaccharide Conjugate Vaccine” with the Egyptian vaccine company Gennvax Egypt. The two parties have entered into a commercial partnership to grant licensing and transfer technology for Minhai Biotechnology’s independently developed and manufactured world’s first dual‑carrier 13‑valent pneumococcal polysaccharide conjugate vaccine, jointly advancing the approval and market launch of the finished vaccine in Egypt, as well as local bulk‑fill and finish operations. The signing ceremony was held ceremoniously at the Beijing Minhai International New‑Type Vaccine Internationalization Industrial Base, attended by Minhai’s general manager.

At 11:08 a.m. on November 9, 2023, a grand ribbon-cutting ceremony was held in front of the restaurant at the Minhai International Industrial Base. The event was meticulously planned by the company’s General Office Logistics Department, and attended by relevant leaders and employees, including General Manager Zheng Haifa, Deputy General Manager Nie Xiaoqi, Vice President of Engineering Li Guanghui, Deputy Director of Production and Head of Vaccine Room No. 3 Tong Wei, as well as Assistant to the General Manager and HR Manager Wang Hui. During the ceremony, Deputy General Manager Nie emphasized that relocating the restaurant is a crucial step in the company’s broader move to the international industrial base. He noted that this initiative reflects the company’s care for its employees, aims to improve the dining environment, and enhance staff satisfaction, while also serving as a source of motivation for all.

On August 25, 2023, a delegation led by the Party Committee of the Daxing District Emergency Management Bureau, in collaboration with the Party Committee of the Biomedical Base Management Committee and the Party branches of seven enterprises—including Minhai Bio—along with their respective safety officers, convened a joint Party‑day event and a symposium on government‑enterprise co‑construction.
