Abstract

Zheng Haifa, male, born in October 1964 in Tonghua, Jilin Province, holds a master’s degree in wildlife science from the Chinese Academy of Agricultural Sciences and is a senior engineer. He currently serves as the General Manager of Beijing Minhai Biotechnology Co., Ltd. With extensive experience in vaccine technology research, development, and management, he is a technical reviewer for national programs such as the “863 Program” and the “Major New Drug Development” initiative. He has led the development of acellular DPT‑b type influenza vaccine and lyophilized human rabies vaccine, achieving significant economic and social benefits. He established the R&D Center of Beijing Minhai Biotechnology Co., Ltd. and, as project leader, spearheaded the construction of an innovation capacity‑building project for the Beijing Municipal Engineering Laboratory on novel vaccines.

He has led the development of several vaccines, including an acellular DPT–B influenza vaccine and a lyophilized human rabies vaccine, which have yielded significant economic and social benefits. He established the R&D Center of Beijing Minhai Biotechnology Co., Ltd. and, as project leader, spearheaded the construction of the Beijing Municipal Engineering Laboratory for Innovative Vaccine Capabilities. During the project’s implementation, he filed 10 invention patent applications and submitted three applications for clinical trial approval. He has received numerous national- and provincial‑level awards for scientific and technological progress, published over 30 academic papers, and been granted 7 patents. In 2020, he was selected as a leading talent under the “New National Gate” program of Daxing District.

     

Since 1987, I have been engaged in vaccine research and development, quality management, and corporate administration, and I believe this field is deeply meaningful. Minhai Biologics has now been established for exactly 20 years. The company’s core business encompasses the R&D, manufacturing, and marketing of human vaccines, making it one of the largest vaccine manufacturers in China—and indeed in Asia—offering the broadest range of vaccine products. Currently marketed vaccines include the dual‑vector 13‑valent pneumococcal vaccine, the lyophilized Hib conjugate vaccine, the 23‑valent pneumococcal vaccine, and the quadrivalent combination vaccine, among others. This year, the company launched its lyophilized human diploid cell–derived rabies vaccine, the second such product approved in China. In addition, our pentavalent vaccine has entered Phase I clinical trials and is poised to become the first domestically developed product of its kind to reach the market.

 

Back then, when we chose Daxing as our location, the area was still farmland. Starting with a team of just over a dozen people, we endured countless challenges and have since grown into a vaccine company that now boasts a 40,000-square-meter International Biopharmaceutical Joint Research Institute and nearly 60,000 square meters of World Health Organization pre-qualification (PQ)-certified production facilities. Over the years, Daxing District itself has undergone tremendous transformation, with numerous pharmaceutical firms and a wide array of internationally aligned technology companies expanding and thriving within the biopharmaceutical industrial park. In this sense, Minhai has been a witness to the rapid and remarkable changes taking place on this very land.

 

As a key industrial park in Daxing District, the Daxing Biopharmaceutical Industry Base has received high priority from the District Party Committee and District Government, which have placed great emphasis on building robust platforms and delivering exceptional services to foster deep integration among industry, academia, and research. For instance, through diversified collaborations with institutions such as Capital Medical University, the base has accelerated the commercialization of scientific and technological achievements, providing enterprises with a steady stream of innovation. This has also directly benefited Minhai: from R&D and manufacturing to testing and sales, the well‑integrated upstream–downstream supply chain has offered significant advantages. In our growth journey, we have also enjoyed substantial support from Daxing District. For example, during the development of an international‑standard vaccine industry base, relevant departments of the District Party Committee and District Government proactively facilitated project coordination, assisted in preparing necessary documentation, and coordinated across agencies, enabling the project to swiftly obtain municipal‑level approval. On behalf of Minhai, I would like to express our deepest gratitude to colleagues at all levels in Daxing District.

 

It is an honor to receive the prestigious “Leading Talent of the New National Gateway” award. I deeply recognize that attracting top-tier talent is of immense value to both corporate growth and the region’s drive toward high-quality economic and social development. The Daxing District’s talent‑support policies have injected fresh vitality into local enterprises and are of critical importance for their long-term success. Over the past few years, the district’s comprehensive talent‑attraction measures have provided a solid foundation for stable business operations while revitalizing the local economy—key factors for sustained enterprise growth. From the perspective of the overall business environment, Daxing has cultivated sizable industrial clusters, creating favorable conditions for companies registered in the district.

 

For the past 20 years, all employees of Minhai have steadfastly upheld the corporate mission of “no compromise, no luck, no procrastination—working diligently and conducting ourselves with integrity.” The completion of Minhai Biologics’ international‑standard vaccine industrial base will provide ample development space for domestic and international biopharmaceutical R&D institutions, technology‑driven enterprises, and overseas‑returnee talent; it will also strengthen the biopharmaceutical industry chain, foster a concentrated industrial cluster, and establish an overall image of the biopharmaceutical sector as “world‑class and domestically leading.”

 

 

As a leading talent at the “New National Gateway,” I will continue to contribute my modest efforts to the field of disease prevention, aligning with national strategic priorities, actively participating in major national research projects, and nurturing more outstanding scientific researchers. By setting an example myself, I aim to inspire young talents to dedicate their energy to the country’s development. Minhai will further intensify its research and production of innovative vaccines, bringing Chinese vaccines to the global stage, achieving world‑class standards, and earning international recognition for China’s vaccine industry.

Recently, the Daxing District Bureau of Ecology and Environment completed the fifth round of corporate green credit rating for 2025 and officially released the “2025 Daxing District Green Credit Enterprise Directory.” Thanks to its robust environmental management system, consistent compliance performance, and outstanding achievements in energy conservation and carbon reduction, Minhai Biotechnology has once again been awarded the region’s highest “Five-Star Green Credit Enterprise” rating. The Daxing District’s corporate green credit assessment covers five major categories—environmental compliance, pollution control and emission reduction, low‑carbon circular economy, scientific management, and social contribution—comprising a total of 30 sub‑indicators. With stringent standards and comprehensive evaluation, the program employs dynamic review and a veto‑based mechanism, with the Five‑Star rating representing the highest level of ecological credit in the district.

Recently, Beijing held a grand commendation conference for the “Two Excellences and One Pioneer” initiative in emerging sectors. The “Two New” Working Committee of the CPC Beijing Municipal Committee recognized outstanding Communist Party members, exemplary Party affairs workers, and advanced primary-level Party organizations across the city’s emerging fields.
