Project Name: Minhai Biologics New‑Type Vaccine International Industrial Base Construction Project – 1 Supply and Installation of Laboratory Furniture for the R&D Pilot-Scale Workshop

Project Overview: The Minhai Biologics International Vaccine Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located at Plot 0503-039 within the Daxing Biopharmaceutical Industry Base. Plots 040, 043, and 044 are bounded as follows: to the north by Simiao Road; to the south by the planned land‑use boundary (municipal green space); to the west by Xiangrui Avenue; and to the east by Tianfu Avenue. The project is primarily intended for the research, development, and production of human vaccines.

1 Building No. ___ Construction Scale: Building footprint area 7,588.48 m² 2 , with a total floor area of 53,119.36 m² 2 The building has a height of 31.80 meters, with one basement level and six above-ground floors. The basement floor-to-floor height is 6.6 meters; the first through third floors are 4.5 meters high; the fourth and fifth floors are 6.0 meters high; and the sixth floor is 4.5 meters high.

Supporting utility systems:

l The power source comes from 1. The substation is designed and constructed separately by the power authority.

l Drinking water is supplied by the basement softening water treatment plant, while process water is sourced from 4. The water‑treatment stations are designed and constructed separately by the wastewater‑treatment and process‑water units.

l Hot water, chilled water, and process chilled water are supplied by chillers installed at the basement power station; equipment specifications shall be provided by the design institute.

l Industrial steam is supplied by the plant’s steam boiler and requires parameters to be provided by the design institute.

l Activated wastewater is collected centrally in the basement and routed to the waste‑liquid inactivation unit; after treatment, it is discharged into the municipal sewage network.

l Ordinary wastewater is discharged directly into the sewage network.

II. Scope of Tender

1. It is necessary to conduct a second verification of the drawings and equipment specifications provided by Party A, and to perform any required secondary optimization design as needed.

2. The overall scope of the tender for this project is 1# Second floor of the R&D and pilot-scale workshop ( PI Laboratory 1 ~ 16 ) , third floor ( PI Laboratory 1 ~ 16 ), four floors ( Research Laboratory 1 ~ 8 , Experimental Platform I, Formulation Platform, Genetic Engineering Experimental Platform, Refrigerator Room, and Material Storage Room 3) , Sixth floor (including: pre-processing room, the… 1 ~ 5 Laboratory, Stability Testing Area and Archives, Biochemical Laboratory 1 ~ 3 , Physical and Chemical Laboratory 1 , Chromatography Room 1 ~ 3 ) of laboratory space and associated functional rooms, with a laboratory area of approximately 12000 Square meters (the exact area shall be subject to the final tender drawings and bill of quantities).

3. The scope of construction includes: except Furniture supply, installation of load-bearing suspended ceilings, and installation of associated MEP systems for all laboratory areas outside the scope of fit-out, MEP works, and cleanroom engineering. Includes the aforementioned areas: ceiling construction and laboratory furniture supply, office furniture supply, electrical engineering, plumbing and drainage, low-voltage and intelligent systems, HVAC and power engineering, smoke extraction and make-up air systems, process piping works, and gas leak detection; also encompasses the supply, installation, commissioning, acceptance, and validation of related equipment such as air-conditioning units, exhaust fans, fume hoods, reagent cabinets, pipelines, ductwork, valves, and more. Coordination with the client is required for laboratory-related activities. CNAS Certify and provide the relevant documentation.

4. BIM modeling for MEP installations is required for all laboratories. Design.

5. Seamlessly coordinate with all participating construction entities, including Party A’s designated general contractor for fit-out works, purification systems, flooring, MEP systems, and fire protection, to ensure the project is completed on schedule, to the required quality standards, and in accordance with the specified scope.

6. Planned construction period: 2021 June 1, 2021 – December 31, 2021.

3. Quality Standards

This project is a key initiative of Beijing Municipality, and its construction approach must meet the following requirements: scientific rigor, human-centered design, standardization, intelligent technology, and landscape integration, with an unwavering commitment to achieving Level 5. The overarching goal is to remain at the forefront within the year and to avoid falling behind within ten years.

The project must comply with the relevant laws and regulations of China, the European Union, the United States, and the World Health Organization pertaining to laboratories and pharmaceutical pilot-scale manufacturing facilities; it must also meet fire safety requirements and occupational health and safety standards.
