Abstract
On March 25, 2021, a video‑conference on the work related to opening up the entire biopharmaceutical industry chain under Beijing’s “Two Zones” initiative was held in the capital. The Daxing District Government hosted a sub‑venue, with district leaders, representatives from the District Science and Technology Commission, the District Bureau of Economy and Information Technology, the District Health Commission, the District Medical Insurance Bureau, the District Market Supervision Administration, senior executives of Xingtou Company, the general manager of the Biopharmaceutical Base, the full‑time deputy director of the district’s “Two Zones” Office, key leaders of the Airport Economic Zone Management Committee, and heads of biopharmaceutical enterprises all attending the meeting. Zheng Haifa, the company’s general manager, was invited to participate and put forward recommendations for the development of Beijing’s existing vaccine industry.
At the meeting, General Manager Zheng Haifa provided a brief overview of the situation regarding emerging and sudden public health events in China, the overall status of Beijing’s vaccine‑producing enterprises, the potential risks within China’s vaccine industry chain, and the sector’s overall innovation and R&D capabilities. He then put forward the following recommendations: 1. He urged the relevant departments of the Beijing municipal government to support the establishment of an international M&A fund, which would acquire underperforming links in the industry chain, facilitate technology transfer, and enable strategic control or domestic production. This initiative would help accelerate the resolution of bottlenecks in the vaccine value chain, promote and ensure the sustained, stable, and healthy development of China’s domestic vaccine industry, and contribute to Beijing’s economic and social progress. 2. He proposed that the municipal government coordinate universities, research institutions, and enterprises—leveraging their respective strengths—to jointly establish a “National Engineering Research Center for Vaccines Against Major Infectious Diseases.” Centered on biosecurity and the development of the biopharmaceutical industry, this center would build engineering platforms for critical core technologies, collaboratively conduct research on key common technologies for innovative vaccines, expedite the R&D and industrialization of cutting‑edge vaccines, and address both the prevention and control of emerging and sudden major infectious diseases and the challenges posed by “bottleneck” technologies.
