Abstract

I. Project Overview Tenderer: Beijing Minhai Biotechnology Co., Ltd. Project Name: Minhai Biotechnology New‑Type Vaccine International Industrial Base Construction Project – R&D Pilot‑Scale Workshop No. 1 Laboratory Design Project Project Address: No. 35 Simiao Road, Daxing District, Beijing, Bio‑Pharmaceutical Industry Base Project Overview: The Minhai Biotechnology New‑Type Vaccine International Industrial Base Construction Project, invested and constructed by Beijing Minhai Biotechnology Co., Ltd., is located on parcels 0503‑039, 040, 043, and 044 within the Daxing Bio‑Pharmaceutical Industry Base. The project boundary is as follows: north to Simiao Road; south to the planned land‑use boundary (municipal green space); west to Xiangrui Avenue; and east to Tianfu Avenue. This project is primarily intended for the research, development, and production of human vaccines. Building No. 1: - Building footprint: 7,588.48 m² - Total floor area: 53,119.36 m² - Building height: 31.80 meters - Basement: 1 level, with a floor-to-floor height of 6.6 meters - Ground floors 1–3: 4.5 meters each - Floors 4–5: 6.0 meters each - Floor 6: 4.5 meters Supporting Utilities: - Power supply: sourced from the substation on the first floor, designed and constructed separately by the power authority. - Potable water: supplied by the basement softening water treatment station; process water: provided by the fourth‑floor water‑production station, both designed and built by the respective wastewater‑treatment and process‑water units. - Hot water, chilled water, and process‑chilled water: supplied by chillers installed in the basement power station; equipment specifications must be provided by the design firm. - Industrial steam: generated by the plant’s steam boiler; relevant parameters must be submitted by the design team. - Active wastewater: collected centrally in the basement waste‑liquid inactivation unit, treated, and then discharged into the municipal sewage network. - Ordinary wastewater: directly discharged into the municipal sewage system. II. Scope of Tender 1. For the Minhai Biotechnology New‑Type Vaccine International Industrial Base Construction Project, specifically the R&D Pilot‑Scale Workshop No. 1 Laboratory Design Project (hereinafter referred to as “this Project”), all disciplines except architecture, structural engineering, and general interior finishing shall be covered by design and construction drawings. All construction drawings must bear the appropriate seals of the design firm and its personnel. 2. Assistance is required to enable the client‑appointed design institute to complete the architectural and structural construction drawings for this Project. 3. Provision of energy‑related requirements for this Project to the client‑appointed design institute. 4. Coordination with the general contractor responsible for interior finishing to complete the design of all ordinary laboratories, physicochemical laboratories, biochemical laboratories, and pilot‑scale workshops—covering general decoration, cleanroom finishes, and MEP systems (including but not limited to water supply, drainage, process‑chilled and hot water, industrial steam, electrical outlets, lighting, fire protection, laboratory gases, laboratory ventilation and exhaust systems, laboratory furniture, and laboratory equipment) across floors 1 through 6. 5. BIM modeling of all MEP installations for the laboratories, along with renderings of laboratory interiors; representative rooms are to be accompanied by animated walkthroughs. 6. Seamless coordination with the client‑appointed general contractor for interior finishing to ensure timely, quality‑assured, and quantity‑guaranteed completion of the project. III. Quality Standards This Project is designated as a key municipal initiative in Beijing. Its design concept must meet the following criteria: scientific rigor, user‑friendliness, standardization, intelligence, and landscape integration, aiming to remain state‑of‑the‑art for five years and avoid obsolescence within ten years. The project must comply with Chinese, EU, U.S., and WHO regulations pertaining to laboratories and pharmaceutical pilot‑scale facilities; it must also satisfy fire safety and occupational health and safety requirements. Project Overview: The Minhai Biologics International Vaccine Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located at Plot 0503-039 within the Daxing Biopharmaceutical Industry Base. Plots 040, 043, and 044 are bounded as follows: to the north by Simiao Road; to the south by the planned land‑use boundary (municipal green space); to the west by Xiangrui Avenue; and to the east by Tianfu Avenue. 1 Building No. ___ Construction Scale: Building footprint area 7,588.48 m² 2 , with a total floor area of 53,119.36 m² 2 The building has a height of 31.80 meters, with one basement level and six above-ground floors. The basement floor-to-floor height is 6.6 meters; the first through third floors are 4.5 meters high; the fourth and fifth floors are 6.0 meters high; and the sixth floor is 4.5 meters high.

Supporting utility systems:

l The power source comes from 1. The substation is designed and constructed separately by the power authority.

l Drinking water is supplied by the basement softening water treatment plant, while process water is sourced from 4. The water‑treatment stations are designed and constructed separately by the wastewater‑treatment and process‑water units.

l Hot water, chilled water, and process chilled water are supplied by chillers installed at the basement power station; equipment specifications shall be provided by the design institute.

l Industrial steam is supplied by the plant’s steam boiler and requires parameters to be provided by the design institute.

l Activated wastewater is collected centrally in the basement and routed to the waste‑liquid inactivation unit; after treatment, it is discharged into the municipal sewage network.

l Ordinary wastewater is discharged directly into the sewage network.

II. Scope of Tender

1. Minhai Biotechnology’s New Vaccine International Industrial Base Construction Project 1 The design project for the R&D pilot‑scale workshop laboratory (hereinafter referred to as “this Project”) shall include construction drawings for all disciplines except architecture, structural engineering, and standard interior fit‑out; all such drawings must bear the appropriate seals of the design firm’s qualifications and the responsible personnel.

2. Assistance is required to support the design institute designated by Party A in completing the architectural and structural construction drawings for this project.

3. It is necessary to provide the design institute designated by Party A with the energy‑related supporting requirement parameters for this project.

4. It is required to collaborate with the general contractor for fit-out design to complete this project 1. Design of all standard interior finishes, cleanroom renovations, and MEP systems—including those for general laboratories, physicochemical laboratories, biochemical laboratories, and pilot-scale production workshops—on floors 1 through 6. These systems encompass, but are not limited to: water supply, drainage, process chilled and hot water, industrial steam, electrical outlets, lighting, fire protection, laboratory gases, laboratory ventilation and exhaust systems, laboratory furniture, and laboratory equipment.

5. BIM modeling for MEP installations is required for all laboratories. Design and laboratory fit-out renderings; representative rooms should include animated walkthroughs.

6. Seamlessly coordinate with the Party A‑designated general contractor for fit‑out design to ensure the project is completed on schedule, to the required quality, and in the specified scope.

3. Quality Standards

This project is a key initiative of Beijing Municipality, and its design concept must meet the requirements of scientific rigor, human-centeredness, standardization, intelligence, and landscape integration, ensuring compliance with Level 5 standards. The overarching goal is to remain at the forefront within the year and to avoid falling behind within ten years.

The project must comply with the legal and regulatory requirements of China, the European Union, the United States, and the World Health Organization pertaining to laboratories and pharmaceutical pilot-scale manufacturing facilities; it must also meet fire safety standards and occupational health and safety requirements.

2 Units participating in the registration must possess laboratory design qualifications, and both the registering entity and the lead design team must simultaneously demonstrate the following track record:

Design of central laboratories for national and provincial-level public institutions, BSL-2/ABSL-2 , BSL-3/ABSL-3 laboratory design.

National, provincial/ministerial-level, or Fortune Global 500 Design of the company’s biochemical, physicochemical, and biosafety laboratories.

Top 10 in China’s pharmaceutical industry Design of robust biochemical, physicochemical, and biosafety laboratories.

Provide renderings and animated walkthroughs of the aforementioned project.
