Abstract

I. Project Name: Minhai Biotechnology New‑Type Vaccine International Industrial Base Construction Project II. Project Overview: The Minhai Biotechnology New‑Type Vaccine International Industrial Base Construction Project, invested and developed by Beijing Minhai Biotechnology Co., Ltd., is located on parcels 0503‑039, 040, 043, and 044 within the Daxing District Biopharmaceutical Industry Base. The project’s boundaries are as follows: to the north, Simiao Road; to the south, the planned land‑use boundary (municipal green space); to the west, Xiangrui Avenue; and to the east, Tianfu Avenue. This project is primarily intended for the research, development, and production of human vaccines. The total site area is 90,013.218 m², designated as M1 Class I industrial land. The total floor area amounts to 189,820.11 m², with a building height of 33.3 meters, comprising one underground level and eight aboveground floors. The construction includes the following facilities: No. 1 R&D Pilot Workshop, No. 2 R&D Technology Workshop, No. 3 Comprehensive Service Building, No. 4 Laboratory Animal Facility, No. 5 Hazardous Waste and Dangerous Goods Storage, No. 6 Wastewater Treatment Station, No. 7 Boiler Room, No. 8 Vaccine Production Building, No. 9 Packaging and Warehousing Building, No. 10 Bacterial Vaccine Production Building, No. 12 Basement, No. 13 Gatehouse and Carport, No. 14 Gatehouse, and No. 15 Gatehouse. The main substation for the entire facility—whose cable distribution room is located inside the No. 9 Packaging and Warehousing Building—is equipped to handle a total plant‑wide load exceeding 12,000 kW. Seven distribution rooms are distributed across the aboveground buildings and underground spaces. III. Scope of Tender: This tender covers the electrical design for both the external power supply and the internal distribution system of the new base project, constituting a primary power‑supply system design tender. The external power‑supply works extend from the connection point specified in the power company‑approved installation plan to the high‑voltage switchgear section of the cable distribution room within the new base. The internal distribution system design encompasses the portion from the high‑voltage outgoing terminals at the distribution room to the low‑voltage outgoing terminals at the substation. Key design drawings include, but are not limited to: External Power Supply Works: cable trench construction drawings, cable routing diagrams, grounding system construction drawings, substation equipment foundation plans, substation layout plans, primary electrical system diagrams, secondary wiring diagrams, cable tray layouts, high‑voltage terminal diagrams, cable schedules, back‑end monitoring systems, and electrical fire‑alarm monitoring systems. Internal Distribution System Works: cable conduit burial plans, cable routing diagrams, grounding system construction drawings, substation equipment foundation plans, substation layout plans, primary electrical system diagrams, cable tray layouts, cable schedules, back‑end monitoring systems, and electrical fire‑alarm monitoring systems. IV. III. Scope of the Tender:

The scope of this tender covers the electrical design for the external power supply and the internal distribution room of the new base project, constituting a tender for the main power supply system’s electrical design. The external power supply works extend from the designated connection point specified in the power company‑approved installation plan to the high‑voltage switchgear section of the cable demarcation room within the new base; the internal distribution room works span from the high‑voltage outgoing terminals at the demarcation room to the low‑voltage outgoing terminals at the substation. The principal design drawings shall include, but are not limited to:

External Power Supply Engineering: cable duct shaft construction drawings, cable routing diagrams, grounding system construction drawings, substation equipment foundation drawings, substation floor plan, electrical primary system diagram, electrical secondary wiring diagram, cable tray layout drawing, high-voltage terminal diagram, cable schedule, backend monitoring system, power‑related fire‑alarm monitoring system, and others.

Internal distribution room engineering: cable trench layout drawings, cable routing diagrams, grounding system construction drawings, substation equipment foundation drawings, substation floor plan, electrical primary system diagram, cable tray layout drawings, cable schedules, backend monitoring system, power‑related fire‑alarm monitoring system, and others.

V. Relevant Requirements:

1. Time requirement: The power supply company must complete the review of the design drawings by December 31, 2020.

2. The Contractor shall be responsible for handling the procedures related to connection applications and power supply plans (including those with the Municipal Power Supply Bureau, the Daxing District Power Supply Bureau, and other relevant authorities) and shall bear all associated costs.

3. All design deliverables shall comply with current national codes and standards, as well as all requirements for product grid‑connection approval issued by the Beijing Power Supply Authority, ensuring that the project successfully passes the power supply bureau’s acceptance inspection and commences power generation.

VI. Registration Instructions:

1. Participating entities must submit electronic copies of their business license, qualification certificates, safety production license, certificate of legal representative or power of attorney, and identification documents, and must indicate the company’s registered capital. Supporting documentation for similar project experience may also be provided.

2. Participating organizations must possess the relevant professional design qualifications.

3. Registration requires the provision of a contact person and contact information from the submitting organization. The contact person must be the project leader or an designated business liaison, and a 12-month social security certificate must be submitted.

4. The tendering entity will review the qualification documents submitted by registered entities, giving priority to those with relevant project experience, and will conduct further discussions and on-site inspections of the shortlisted candidates.
