Project Scope: The project will utilize the fourth floor of Building No. 1—R&D and Pilot-Scale Production—in Minhai Biotechnology’s Internationalized New‑Type Vaccine Industrial Base, along with the reserved workshop spaces on the fifth floor, to establish a pilot‑scale production facility for nucleic acid vaccine bulk solution and another for sub‑packaging. II. Environmental Impact Assessment Agency This time, the commission has been entrusted to Zhonghuan HuiBo (Beijing) International Engineering Technology Consulting Co., Ltd.

Construction scope: It will be carried out within the Minhai Biologics’ internationalization industrial base for novel vaccines. 1 The fourth floor of the R&D pilot‑scale building and the fifth floor are designated as workshop spaces, with a nucleic acid vaccine bulk‑solution pilot‑scale production facility and a sub‑packaging pilot‑scale production facility to be constructed on each level, respectively.

II. Environmental Impact Assessment Agency

In this engagement, Zhonghuan Huibo (Beijing) International Engineering Technology Consulting Co., Ltd. has been entrusted with conducting the environmental impact assessment for this project, preparing the relevant EIA documentation, and submitting it to the competent environmental protection administrative authority for approval.

III. Main Issues for Public Consultation

To solicit opinions and suggestions from all sectors of society regarding the project’s environmental protection efforts, this project is hereby made public to seek the valuable views and recommendations of the general public. Key matters for consideration include: your approval of the project’s construction from an environmental perspective; the potential impacts of the project on the surrounding environment and on your work and daily life; and your comments and recommendations on the project’s environmental protection measures.
