Abstract
I. Project Name Minhai Biotechnology’s New Vaccine International Industrial Base Construction Project
II. Project Overview:
The Minhai Biologics International Vaccine Industrial Base Project, invested in and constructed by Beijing Minhai Biotechnology Co., Ltd., is located on parcels 0503-039, 040, 043, and 044 within the Daxing Biopharmaceutical Industry Base. The project’s boundaries are as follows: to the north, Simiao Road; to the south, the planned land‑use boundary (municipal green space); to the west, Xiangrui Avenue; and to the east, Tianfu Avenue. The project is primarily dedicated to the research, development, and production of human vaccines.
1. Construction scale: Total land area: 90,013.218 m² 2 , with a total floor area of 187,684.83 m² 2 (Of which, the above-ground floor area is 130,410.84 m²) 2 , underground floor area 57,273.99 m² 2 ). The building has a height of 33.3 meters, with one basement level and seven above-ground floors. The basement floor-to-floor height is 6 meters, while the above-ground floors range from 3.8 to 7.9 meters in height. The green space ratio is 15%, the floor area ratio is 1.5, and the site coverage ratio is 40%.

Single-building structure: Building No. 1: R&D Pilot-Scale Facility; Building No. 2: R&D Technology Building; Building No. 3: Comprehensive Service Building; Building No. 4: Laboratory Animal Facility; Building No. 5: Hazardous Waste and Dangerous Goods Storage; Building No. 6: Wastewater Treatment Station; Building No. 7: Boiler Room; Building No. 8: Vaccine Production Building; Building No. 9: Packaging and Warehousing Building; Building No. 10: Bacterial Vaccine Production Building; Building No. 12: Basement; Building No. 13: Gatehouse; Building No. 14: Gatehouse; Building No. 15: Gatehouse.
3. BRB Design Scope: Building No. 1: R&D Pilot-Scale Facility; Building No. 2: R&D Technology Building; Building No. 3: Comprehensive Service Building; Building No. 8: Vaccine Production Building; Building No. 9: Packaging and Warehousing Building; Building No. 10: Bacterial Vaccine Production Building.
4. BRB Project planned duration : September 2020 – September 2021.

III. Scope of the Tender:
The scope of this tender pertains to the BRB buckling-restrained brace project for the Minhai Biotechnology New‑Generation Vaccine International Industrial Base Construction Project, and includes:
1. Detailed design of the BRB buckling-restrained brace system;
2. Collaborate with the lead design institute to perform structural design verification for BRBs.
3. Fabrication, installation, testing, and acceptance of BRB buckling-restrained braces.
IV. Registration Instructions:
1. Participating entities shall submit the following documents: the business license of the legal entity, qualification certificates, the safety production license, a certificate of the legal representative or a letter of authorization from the legal representative, and copies of identification documents—four sets in total, with all copies stamped with the official seal of the entity—and shall clearly indicate the company’s registered capital.
2. Entities participating in the registration must possess the relevant professional qualifications.
3. Registration requires the provision of a contact person and contact information from the submitting organization. The contact person must be the project leader or an designated business liaison, and a 12-month social security certificate must be submitted.
4. The tendering entity will review the qualification documents submitted by registered entities, giving priority to those with relevant project experience, and will conduct further discussions and on-site inspections with the shortlisted candidates.
5. The qualification requirements for this tender are as follows:
l This tender requires bidders to be manufacturers of buckling-restrained braces, duly registered in the People’s Republic of China, possessing independent legal personality, operating within the scope of business specified for this project, having the independent capacity to enter into contracts, and capable of independently assuming civil liability; furthermore, they must have the capability to manufacture and supply buckling-restrained braces.
l Bidders must provide proprietary patents for buckling-restrained braces and shall be qualified manufacturers of such products, duly certified as compliant with relevant national standards.
l Bidders must demonstrate that their business scope includes the research, development, production, and sale of building structural vibration‑control and isolation technologies or products; the scope as stated on the business license shall prevail.
l Bidders shall submit at least three project references similar to this one, accompanied by relevant contract documentation. In addition, bidders must provide at least three test reports for buckling-restrained braces bearing the CMA mark.
