Abstract
I. Project Name: R&D and Production Building Construction Project (Third Floor)
II. Project Overview:
Our company’s R&D and production building project (third floor), originally designated as a reserved workshop, is planned to house a 13-valent pneumococcal and pertussis vaccine manufacturing facility along with associated supporting infrastructure. We have now obtained the Project Filing Certificate issued by the Daxing District Bureau of Economy and Information Technology (No. Jingxing Jingxinwei Bei [2019] No. 29), the Approval for the Environmental Impact Report issued by the Beijing Municipal Ecology and Environment Bureau (No. Jinghuan Shen [2019] No. 131), and the Construction Engineering Construction Permit issued by the Daxing District Housing and Urban–Rural Development Commission (No. 2020 Shi (Da) Zhuang Zi No. 9318). Currently, cleanroom renovation work is underway, with completion and official commissioning scheduled for December 2020. Equipment commissioning is planned for October. At present, it is necessary to increase the electrical capacity of the distribution room in the R&D and production building.
III. Scope of the Tender:
This tender pertains to the second phase of the distribution project and excludes external works; only internal works will be subject to tendering. The electrical construction requirements for this tender are as follows:
1. High-Voltage Section: This includes the wiring from the high-voltage transformer cabinet to the transformer, encompassing cable trays, high-voltage cables, and the transformer itself, as well as the procurement of related equipment and materials. The high-voltage transformer cabinet was already installed during Phase I construction.
2. Low-Voltage Section: Includes the foundation for low-voltage switchgear, installation of low-voltage switchgear, installation of busbar bridges, equipment commissioning, etc., with the demarcation point at the terminal blocks of the low-voltage switchgear, and encompasses the procurement of related equipment and materials.
3. Simplified diagram of boundary demarcation.
4. The construction work shall comply with the following specifications.

5. Time requirement: Complete the power supply work by October 20.
6. The Contractor shall be responsible for handling all procedures related to the commencement of works, construction, acceptance, and power supply and generation (including those with the Municipal Power Supply Bureau, the Daxing District Power Supply Bureau, and other relevant authorities) and shall bear the associated costs.
7. Quality Requirements: All equipment and installation works shall comply with the design specifications and current national standards, as well as all applicable requirements for product grid‑connection approval issued by the Beijing Power Supply Authority. The products must be of reliable quality, feature advanced engineering designs, and ensure that the project successfully passes acceptance inspection by the power supply bureau and achieves successful power generation.
8. All equipment must comply with the requirements of the Beijing Municipal Bureau and the Daxing District Power Supply Authority. During the engineering acceptance conducted by the Daxing District Power Supply Authority, if the acceptance is affected by defects inherent in the equipment, the contractor shall unconditionally rectify such defects until compliance is achieved, and shall bear all resulting losses and expenses.
IV. Registration Notes:
1. Participating entities shall submit the following documents: the business license of the legal entity, qualification certificates, the safety production license, a certificate of the legal representative or a power of attorney issued by the legal entity, and copies of identification documents—two sets in total, with all copies stamped with the official seal of the entity—and shall clearly indicate the company’s registered capital.
2. Entities participating in the registration must possess the relevant professional qualifications.
3. Registration requires providing the organization’s contact person and contact information; the contact person must be the project leader or an designated business liaison, and a 12-month social security certificate must be submitted.
4. The tendering entity will review the qualification documents submitted by registered entities, giving priority to those with relevant project experience, and will conduct further discussions and on-site inspections with the shortlisted candidates.
