Abstract

China National People’s Congress News: From the 17th to the 20th, Wang Chen, Member of the Political Bureau of the CPC Central Committee and Vice Chairman of the Standing Committee of the National People’s Congress, led a law‑enforcement inspection team of the NPC Standing Committee on the Law on the Prevention and Control of Infectious Diseases to Guangdong. He emphasized the need to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly General Secretary Xi Jinping’s important instructions on health and wellness work; to strengthen awareness of the rule of law; to enhance the enforcement of laws; to prevent and control major diseases; and to use the rule of law to standardize and safeguard infectious disease prevention and control efforts, thereby protecting the physical health and lives of the people.

 

 

 

  From the 17th to the 20th, Wang Chen, a member of the Political Bureau of the CPC Central Committee and Vice Chairman of the Standing Committee of the National People’s Congress, led an enforcement inspection team of the NPC Standing Committee on the Law on the Prevention and Control of Infectious Diseases in Guangdong Province.

  According to China National People’s Congress Online, Wang Chen, a member of the Political Bureau of the CPC Central Committee and Vice Chairman of the Standing Committee of the National People’s Congress, led a law‑enforcement inspection team of the NPC Standing Committee on the Law on the Prevention and Control of Infectious Diseases in Guangdong from the 17th to the 20th. He emphasized the need to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly General Secretary Xi Jinping’s important instructions on health and wellness work; to strengthen awareness of the rule of law; to enhance the enforcement of laws; to prevent and control major diseases; and to use legal means to standardize and safeguard infectious disease prevention and control efforts, thereby protecting the physical health and lives of the people.

  Led by Wang Chen, the law enforcement inspection team heard a report on Guangdong Province’s implementation of the Law on the Prevention and Control of Infectious Diseases and conducted inspections in Guangzhou, Huizhou, and Shenzhen. At the disease control centers in these three cities, they reviewed epidemic management and emergency response measures, including case detection, testing, and risk assessment, and urged the strengthening of the early-warning system, emphasizing a preventive‑first approach that integrates prevention with treatment. At Guangzhou No. 8 People’s Hospital and Huizhou Central People’s Hospital, they examined standardized treatment protocols and isolation‑and‑admission procedures, stressing the need to bolster medical capacity, enhance coordination between the healthcare and disease‑control systems, and uphold the sacred duty of saving lives and helping the injured. During visits to the Baiyun Street Community Health Service Center in Guangzhou, the Longxi Subdistrict Community Health Service Center in Boluo County, Huizhou, the Guanbei Village Health Station, and the Shenzhen Bay Community Health Center, they assessed how primary‑level medical institutions provide public health services and manage infectious disease diagnosis and treatment for urban and rural residents. At Longxi Middle School in Boluo County and at Shenzhen Kangtai Biological Products Co., Ltd., they inspected school‑based epidemic prevention and control measures as well as the company’s vaccine research, development, and production activities, underscoring the importance of giving high priority to prevention and control efforts targeting students, children, and other vulnerable groups, reinforcing science‑and‑technology support, and strengthening vaccine distribution and immunization management.

  Wang Chen pointed out that Guangdong has carried out infectious disease prevention and control in accordance with the law, implementing robust measures. In particular, the province has successfully managed major outbreaks such as dengue fever and norovirus infections, while proactively containing emerging and imported infectious diseases like avian influenza, Ebola, and Middle East Respiratory Syndrome. Its efforts have been marked by experience, distinctiveness, and tangible results. Given Guangdong’s frequent international exchanges and large mobile population—coupled with relatively high incidence rates of certain infectious diseases—the task of prevention and control remains formidable. It is essential to uphold joint prevention and control, as well as community‑wide participation, and to refine a mechanism for infectious disease management that is led by the government, supported by interdepartmental collaboration, and open to public involvement. Attention must be paid to ensuring the long-term effectiveness of these mechanisms, avoiding the pattern of tightening measures during outbreak surges only to relax them when cases decline. We must adhere to an evidence‑based approach, innovate our strategies, contain sources of infection, interrupt transmission routes, and protect vulnerable populations. Furthermore, we must enforce disease control in strict compliance with the law, strengthen public legal education, fully implement all provisions of the Law on Prevention and Control of Infectious Diseases, and integrate the people‑centered development philosophy into every aspect of this work, thereby jointly advancing the Healthy China initiative.
