Abstract
On the 25th, Gao Fu, a member of the National Committee of the Chinese People’s Political Consultative Conference and director of the Chinese Center for Disease Control and Prevention, stated that people should not lose confidence in vaccine‑preventable diseases or in vaccination itself, nor should they lose faith in China’s vaccines. China has maintained a vaccination coverage rate of over 90% for vaccines included in its immunization program; with such high coverage, infectious diseases can be effectively controlled.
On the 25th, the National Health Commission held a regular press conference on health issues, featuring remarks by deputies and members of the Two Sessions. At the event, Gao Fu, Director of the Chinese Center for Disease Control and Prevention, outlined the work China has undertaken over the past year in disease prevention and control as well as public health.
Gao Fu stated that, over the past year, one of the primary tasks of disease prevention and control has been the continuous refinement of the legal and regulatory framework and policy system in this field. At present, there are eight laws directly related to disease prevention and control, ten administrative regulations, seventeen departmental rules, and eighteen work plans or action programs. This demonstrates that a relatively sound and comprehensive legal, regulatory, and policy framework has been established, serving as a quintessential example of the rule of law at the national level. Under the leadership of the Party Leadership Group of the National Health Commission, colleagues on the public health front dedicated to disease prevention and control carried out extensive work in this area last year. As a result, a service network has been preliminarily put in place, featuring clear divisions of labor and collaboration among disease control institutions, hospitals, and primary-level medical and health facilities, with vertical coordination and complementary strengths, to address the prevention, treatment, and management of major diseases. Furthermore, a series of systems have been developed, including real-time online monitoring and name‑based registration for 39 legally mandated infectious diseases and individual cases, as well as mechanisms for the prevention and control of chronic diseases.
Gao Fu went on to elaborate on several other areas of China’s efforts in disease prevention and control, as well as public health:
Significant progress has been made in the prevention and control of infectious, endemic, and occupational diseases. China has vaccines for many preventable diseases; although there have been various incidents since last year that may be linked to vaccines, the public should not lose confidence in vaccine‑based immunization or vaccination programs, nor should they lose faith in Chinese vaccines. The national immunization program maintains a vaccination coverage rate consistently above 90 percent, which ensures effective control of infectious diseases. Over the past year, notable achievements have also been attained in addressing key conditions such as HIV/AIDS, tuberculosis, and schistosomiasis. With regard to endemic diseases, iodine deficiency disorders have been eliminated in 94.2 percent of counties nationwide. Furthermore, substantial progress has been made in tackling several priority occupational diseases, and numerous online platforms and information‑technology systems were launched last year.
Chronic disease prevention and control, as well as mental health work, are steadily advancing. Nationwide, 365 national-level demonstration zones for comprehensive chronic disease prevention and control have been established, effectively serving as model sites that drive broader progress and set a nationwide standard. Through these demonstration zones, best practices are disseminated and scaled up across the country. Significant efforts have been made in areas such as early diagnosis and treatment of cancer, high-risk screening and intervention for cardiovascular diseases, and comprehensive interventions for oral health conditions—initiatives that directly enhance public satisfaction and, in turn, contribute to overall well-being. Meanwhile, in line with the Mental Health Law, we have collaborated with 22 departments to issue the “Guiding Opinions on Strengthening Mental Health Services,” further bolstering mental health care nationwide.
Strengthening environmental health and school health initiatives. China’s national environmental health monitoring network has been expanding steadily, with coverage now extending to all counties and county-level districts and reaching over 90 percent of townships, particularly in the area of drinking water. The extension of human life expectancy hinges, in large part, on addressing drinking‑water quality—a critical factor—followed by tackling infectious diseases. Substantial efforts have been made in the field of environmental health. In school health, significant progress has been achieved, especially in combating “little glasses”—that is, myopia—and “little chubby ones”—obesity. In August 2018, eight government departments jointly issued the “Comprehensive Plan for Myopia Prevention and Control among Children and Adolescents,” and, in collaboration with the Ministry of Education and the Ministry of Finance, launched surveys on myopia prevalence among children and adolescents, while strengthening professional guidance and public health education.
